A line blockage caused a Dubuque sanitary sewer to overflow on Tuesday, Feb. 14, resulting in untreated wastewater flowing onto the ground around a sewer manhole in an undeveloped area on Dubuque’s south side, between Mt. Loretta Ave. and Southern Ave.
