These RIIF funds are independent of any oversight from any agency and are included in the budget to the tune of $130,000,000.00 or more.  I need a new bulldozer, maybe it will be included in the proposal.

I hope at least Gov. Branstad has the foresight to line item veto the proposed appropriation for &quot;. .  . a lake with public access.   .   .&quot;.</description>

		<description>If House File 2214 passes and is signed into law to ban ticket cameras, the state and local officials responsible to engineer posted speed limits and traffic lights will have no more reasons to engineer for anything other than maximum safety.

As long as ticket cameras are allowed, there is an enormous financial temptation to set posted speed limits lower than the safest level (85th percentile speed), and a similar temptation to set the yellow intervals on lights shorter than is correct for the actual 85th percentile speeds of approaching traffic.  These two engineering &quot;errors&quot; (which are usually deliberate) are required to make the ticket cameras profitable.

ATS, Redflex, and the smaller ticket camera providers don&#039;t give a tinker&#039;s  #&amp;%)~{^  about safety.  Their only motivation is profits and they can only really succeed if their products are placed in locations where the posted limits are set too low and the yellows are set too short.  This causes thousands of tickets to be given to safe drivers, people traveling at the normal safe speeds of traffic for the conditions involved.

Correct engineering is the real answer to improving traffic safety.  Allowing ticket cameras tempts far too many officials to engineer for profits and not for maximum safety.

A total ban on ticket cameras is the only realistic answer to remove the temptations, as several states have already done.  See the list of states that ban cameras at www.thenewspaper.com

		<description>This is a bad economic and environment bill for all Iowans. Mid American is using its ratepayers as their banker. We take all the risk, they get all the reward. It is crazy to give a company owned by Warren Buffet so much power over its ratepayers when Wall Street won&#039;t touch this investment because it is too risky. Nuclear power plants are NOT as safe as McCoy states. Ask the hundreds of thousands of Japanese and Russians who cannot return to their homes in their lifetime. America has no plan for nuclear waste. Wind, solar, and biomass alternative energies CAN provide a sufficient base load if we let engineers plan with new creativity and get them out of old ways of planning. Nukes are the past; solar and wind is the future. Let&#039;s move to the future with confidence.</description>
