		<description><![CDATA[The City of North Liberty begins a revolving loan program to support small businesses as part of its new economic development strategy. May 16, 2012 — The City of North Liberty and The University of Iowa John Pappajohn Entrepreneurial Center, have started a program to help encourage, advise and assist small businesses in North Liberty. “Small business is an essential part of our community,” said City Administrator Ryan Heiar. “We believe this will encourage innovators to come to and invest in North Liberty.” The loans were conceived as gap financing to help worthy under-funded projects get off the ground. Under the program, North Liberty will offer loans, to be repaid within five years, of up to $25,000 for projects that create or retain permanent jobs, make investments into the community’s tax base or provide unique services in the community. Proposal will be reviewed by a committee composed of city staff, elected officials, local business owners and business experts, and funding and terms will be approved by the city council. 		<description><![CDATA[CEDAR RAPIDS- Wednesday night the Obama administration will air a two-minute TV commercial claiming a Kansas City Steel Company went bankrupt after Mitt Romney&#8217;s company took over.  The ad will run across Iowa&#8230;a state many experts say is still undecided.  Iowa only has six electoral votes. It makes up about one percent of all electoral votes.  But that&#8217;s just how close this race is.  And as we get closer to November, more ads will likely plaster your television screens and throughout social media. “They&#8217;ve been proven effective, said Coe College Lipsky Political Science Professor. He says negative ads slamming a political opponent often have an effect on campaign fundraising and ultimately swaying votes. &#8220;Positive ads to talk about how wonderful things are or to introduce themselves to the public is pretty much over,” said Nesmith. 		<description><![CDATA[DES MOINES – The Iowa Executive Council has authorized nearly $1.49 million in payments to outside legal counsel to defend Gov. Terry Branstad and state agencies against litigation and to help recoup money owed to Iowans or state government this fiscal year. The cost of legal representation provided by private attorneys with special expertise so far in fiscal 2012 – which has six weeks remaining – is the highest in at least a decade and already has exceeded the previous two years when the Executive Council authorized $680,271 for outside counsel in fiscal 2010 and $1.21 million last fiscal year, according to council records. “The bulk of these cases deal with legal matters where our office simply does not have the expertise or the resources to handle,” said Eric Tabor, chief of staff within the Iowa Attorney General’s Office. “We have a lot of very talented lawyers, a lot of expertise, we just don’t have expertise in everything, and it wouldn’t be efficient for an AG’s office to have experts in copyright and immigration and those types of things.” Roughly half of the outside legal fees paid this fiscal year went to two firms representing Iowa in ongoing litigation stemming [...]]]></description>

		<description><![CDATA[Sen. Chuck Grassley isn’t alarmed by “what some might call upheavals” in Republican politics in Indiana, Nebraska and Iowa. He sees the recent victories by Tea Party-backed candidates in GOP Senate primaries in Indiana and Nebraska as well as the success of Texas U.S. Rep. Ron Paul supporters in Iowa in electing a majority of at-large delegates to the national convention and apparently taking control of party leadership posts in a different light. “I would refer to them as people well-organized succeeding in what they organized to succeed at,” Grassley said in a conference call with reporters May 16. Referring to Paul supporters electing 10 of 13 of Iowa’s at-large delegates to the Republican National Convention and to seats on the State Central Committee meeting, Grassley recalled the party has gone through similar turnovers as recently as 2008. “In 1988, when Robertson was so high in Iowa in the straw poll … a big worry then was about social conservatives coming into the party,” he added. 		<description><![CDATA[UPDATED 10:15 a.m. to better describe the mural IOWA CITY – The City Council Tuesday night gave its OK for a mural to be painted on the side of a five-story tall parking ramp downtown. The mural, by Iowa City artist Eliezer Sotillo, is to depict more than a dozen arms and hands that interlock and hold each other. Sotillo plans to spend a month starting in June creating the piece, using spray paint and a durable paint meant for concrete, on the north side of the Dubuque Street parking ramp. The ramp is owned by the city, and the council’s 6-0 vote allows the project to proceed. Developer Marc Moen, whose Plaza Towers is next to the parking ramp, is paying for the work, which he estimated would cost more than $10,000.]]></description>

The council voted 6-0, with Terry Dickens absent, to pass an ordinance preventing the construction of multifamily dwellings with more than three bedrooms per unit. The other ordinance requires more parking spaces for larger apartments in a defined zone that’s generally near the UI campus. That vote was 5-1, with Jim Throgmorton dissenting. 		<description><![CDATA[CEDAR RAPIDS- State law enforcement has a new law that&#8217;ll help them find out whose stealing scrap metal. Copper and aluminum prices continue to rise.  And that makes them attractive to thieves.  But a new law that goes into effect July first regulates a paper trail at the scrap yard.  Now anyone selling scrap metals has to show a valid I-D, name, and address.  And buyers have to keep detailed records.  This paper trail could help police track down scrap metal thieves. It&#8217;s almost like the pseudoephedrine law that keeps track of people who buy the drug because it&#8217;s a main ingredient in making meth.  Starting this July, scrap yards will have to keep track of who&#8217;s coming in and what their selling. Law enforcement can then track trends or uses the logs as evidence against suspected thieves. Catalytic converters, aluminum, and the ever valuable copper catch the eye of the scrap metal thief. &#8220;They need to track that stuff and they need to find the people doing it wrong,” said Sunline Owner Gary Wendel. 		<description><![CDATA[The Republican Party of Iowa caught heat from news organizations for reneging on its own plan for releasing certified presidential precinct caucus results by giving them to the Des Moines Register before any other media outlets. One of the party’s critics at a public hearing hosted by the GOP in Des Moines May 15 was quick to say he didn’t blame the Register for running with the scoop, but questioned the party’s judgment. “Any of us in journalism would try to get an exclusive like that, but I do fault those in the party who made this decision,” said Dave Busiek, news director of KCCI-TV in Des Moines “I don’t understand how the party could play games with election results like this. The name is being released at this time and he is still hospitalized. Only the name will be released at this time as it is an on-going investigation.                         On Thursday, May 10, 2012, at approximately 11:09 pm, an officer made a business check at Hazard County, 329 2 Ave SW. Patrons approached the officer and pointed out an individual (Saldivar) who had been causing problems in the bar. Saldivar was asked to leave by bouncers. As the officer approached Saldivar outside the bar and identified themselves, he took off running. Initially the officer followed. The officer had called for other officers to respond to the area and they too responded. The officer returned to their car and other officers located Saldivar in the alley between 2 and 3 Ave SE. He was arrested for Public Intoxication. When being escorted to the police car, he became verbally agitated and refused to get into the police car. Steve King. Miller asked supervisors at this morning&#8217;s work session to define the &#8220;work product&#8221; Finance Director Steve Tucker has requested. He also asked for help from the county&#8217;s information technology staff to retrieve emails related to Joe Clarahan&#8217;s work on a software project. &#8220;I really need for you to give him some direction,&#8221; Miller told supervisors during the meeting&#8217;s comment session. The 84th General Assembly concluded its 2012 work by approving 142 enrolled bills and resolutions, just topping the 2011 total of 138, according to the Legislative Services Agency. That meant the current split-control Legislature approved 280 enrolled bills and resolutions during its two-year run. Republicans currently hold a 60-40 edge in the Iowa House while Democrats have a 26-24 majority in the Iowa Senate. The next closest total of bills passed recently during a two-year run at the Statehouse was the 81st General Assembly, which approved 375 enrolled bills and resolutions during the 2005 and 2006 sessions and a total of 380 during the 83rd General Assembly which met in 2009 and 2010. By contrast, the 73rd General Assembly passed 602 bills during the 1989 and 1990 sessions. 		<description><![CDATA[DES MOINES – Officials at MidAmerican Energy Co. are studying potential options now that the Iowa Legislature adjourned without taking action on a bill the utility sought to lay the groundwork for a state regulatory structure as a step toward its planned construction of a nuclear power plant in Iowa. “We are evaluating future options, and at this time it’s premature to speak in detail about those plans,” said Tina Potthoff, media relations manager for MidAmerican Energy. She said the company likely will hold internal meetings to decide how to proceed. MidAmerican has been exploring a new technology using small modular units, which officials said are cheaper than larger reactors but produce less energy. The utility has projected the cost of building the proposed nuclear facility at between $1 billion and $2 billion. Cristy Hamblin (319) 286-5439 Body: CEDAR RAPIDS, IA – May 14, 2012 – On Monday, May 14, 2012, Cedar Rapids Police Department arrested Chad Chumley, 7/3/82,1500 Oakland Rd NE #511, Cedar Rapids, IA, for Criminal Trespass. The Cedar Rapids Police Department was made aware of Chumley last week when he appeared at many of the Cedar Rapids Community Schools and asked security questions that are not open to the public. This concerned the Cedar Rapids Community School District and the Cedar Rapids Police Department.     The Cedar Rapids Police Department located Chumley on Thursday, May 10, 2012, and gave him a verbal No Trespass Warning for all Cedar Rapids Community School District property. This warning informed Chumley that he could not be on any schools or property belonging to Cedar Rapids Community School District. On Monday, May 14, 2012, at 8:09 am, Chumley was at Garfield Elementary School, 1201 Maplewood Dr NE. Officers arrived and found Chumley at Daniel’s Park and arrested him for Criminal Trespass. Struyk will replace Matt Hinch, who is leaving the speaker’s staff to join the Des Moines Partnership. Struyk, 41, served in the Iowa House from 2003 to 2011, including a stint as assistant minority leader. His time in the House was marked by his decision to switch parties. Elected as a Democrat, Struyk joined the Republican Party in 2004, a day ahead of the primary election. After leaving the House he went to work for the Iowa Secretary of State’s Matt Schultz, another Council Bluffs Republican. He has served as a policy advisor and legal counsel. Struyk earned a bachelor’s degree from Iowa State University and his law degree from Creighton University. Terry Branstad told reporters Monday he will “never give up” on efforts to cut commercial property taxes and to limit the growth of taxes for residential and agricultural property owners. 		<description><![CDATA[CEDAR RAPIDS — A persistent City Hall has been trying for nearly three years to secure a status as a bicycle-friendly community from the League of American Bicyclists. On Monday, the city announced that the League has awarded the city the bronze-level designation in a rating system that runs from platinum to gold and silver and bronze. In 2009, the city was given honorable mention status. In Iowa, Cedar Falls, Iowa City and Des Moines previously secured a bronze rating. Boulder, Colo., Davis, Calif., and Portland, Ore., hold the top platinum rating with about 200 communities nationwide holding one of the four ratings. The ratings are based on five “Es”: engineering, education, encouragement, enforcement and evaluation and planning. Mayor Ron Corbett announced on Monday that he will ride his bicycle to work on Thursday to celebrate the city’s newly won bicycle-friendly certification and to note that it is national Bike-to-Work Week. He will be greeted by the Rockwell Collins Bicycle Commuter Community group between 8:00 and 8:20 a.m. at building entrance 112. Rockwell Collins was recently named a Bicycle Friendly Business by the League of American Bicyclists.   “I’m so proud of our city. 		<description><![CDATA[MARION &#8211; People living in Marion are seeing more orange cones and detour signs. Construction officially begins on Marion&#8217;s Central Corridor Project on Monday. Crews start work on phase one of the renovation project. “It’s going to be really great just to see the project started. It’s been a long time coming,” said Marion Planning and Development Director Tom Treharne. Phase one includes reconstructing 6th Avenue from 9th Street to 13th Street. Construction crews will begin moving in large equipment and shutting down a portion of 6th Avenue on Monday morning. &#8220;It&#8217;s going to be a little bit disruptive. Traffic is going to have to get used to not being able to go through that street for a while. So for us it&#8217;s going to be about managing the traffic flow around the area,” said Marion City Manager Lon Pluckhahn. The work marks the beginning of the first of several construction phases planned for the corridor project. Eventually the goal is to shift some traffic away from 7th Avenue and onto 6th Avenue. 		<description><![CDATA[UPDATED CEDAR RAPIDS – The founder of the Cedar Rapids Tea Party has endorsed Dubuque businessman Rod Blum in the U.S. House 1st District Republican primary. Blum is facing Independence attorney Ben Lange, who was the GOP challenger to Democratic Rep. Bruce Braley of Waterloo in 2010. Despite of Lange coming within 2 percentage points of defeating Braley in 2010, Cedar Rapids Teqa Party founder Tim Pugh said Blum is the only candidate “with the expoerienjce and skills needed to defeat (Braley).” He also cited Blum’s understanding of the Constitution “as a guide for his decisions and votes.” Blum has promised to accept only $39,366 – the median income for an American &#8212; of the $175,000 congressional salary, Pugh said. Lange has his own Tea Party supporters. Sen. Brad Zaun, R-Urbandale, whol was endorsed by Tea Party activists in 2010 when he challenged Rep.
